DECLARACION DE LA COORDINADORA DEMOCRATICA SOBRE EL INFORME DEL SECRETARIO GENERAL DE LA OEA, CESAR GAVIRIA, ACERCA DEL REFERENDO REVOCATORIO CELEBRADO EN VENEZUELA EL 15 DE AGOSTO 2004, EFECTUADA ANTE EL CONSEJO PERMANENTE, EL 25 DE AGOSTO 2004

Caracas, 26 de agosto de 2004.

La Coordinadora Democrática registra complacida que en su Informe ante el Consejo Permanente de la OEA sobre el Referendo Revocatorio Presidencial efectuado en Venezuela el 15 de Agosto 2004, el Secretario General, Señor César Gaviria, haya ofrecido en nombre de la Organización Hemisférica, la revisión muy cuidadosa de las pruebas que presente la Oposición sobre las irregularidades que ha denunciado.

La Oposición venezolana viene demostrando su buena fe democrática antes, durante y después del Referendo Revocatorio, a fin de salvar el proceso pacífico, constitucional y democrático pactado entre las Partes con los buenos oficios del Secretario General. Esta buena fe se ha mantenido, no obstante las obstrucciones notorias y manipulaciones de todo tipo que se ha permitido el gobierno autoritario del Presidente Hugo Chávez. La exposición del Secretario General Gaviria sobre el proceso de facilitación de la OEA y las características del Consejo Nacional Electoral no pueden ser desestimadas en cualquier Resolución o Declaración que se apruebe. Celebramos la disposición de la OEA a estudiar y valorar los resultados de las investigaciones que actualmente se efectúan los cuales serán remitidos a la Organización, en la seguridad de que se cumplirá con la cuidadosa revisión ofrecida.

DECLARATION OF THE DEMOCRATIC COORDINATOR ON THE REPORT OF THE SECRETARY GENERAL OF THE OAS, CESAR GAVIRIA, REGARDING THE RECALL REFERENDUM CELEBRATED IN VENEZUELA ON AUGUST 15, 2004, REALIZED BEFORE THE PERMANENT COUNCIL ON AUGUST 25, 2004

The Democratic Coordinator is pleased that in his report presented before the Permanent Council of the OAS on the Presidential Recall Referendum, which took place in Venezuela on August 15, 2004, OAS Secretary General Cesar Gaviria offered in the name of the Hemispheric Organization, the careful study of the evidence presented by the Opposition on the irregularities which it has denounced.

The Venezuelan Opposition has demonstrated its democratic good will, before, during, and after the Recall Referendum, with the objective of safeguarding the peaceful, constitutional and democratic process agreed upon by the Parts with the facilitation of the Secretary General. This good will has been maintained, despite the notorious obstacles and manipulations of the authoritarian government of President Hugo Chavez.

The information provided by Secretary General Gaviria on the OAS facilitation process and the characteristics of the National Electoral Council cannot be excluded from any Resolution or Declaration which is approved. We applaud the disposition of the OAS to review and evaluate the results of the investigations which are currently underway, and which will be submitted to the OAS, with the assurance that a careful review of the facts will take place.
